getpwnam.3: Fix discussion of _SC_GETPW_R_SIZE_MAX
...
The value is not meant to be a maximum (as was specified in
SUSv3) but an initial guess at the required size
(as specified in SUSv4).

various cases. In particular, it needed to be more explicit
in describing what happens for the "not found" case.
