times.2: Recommend clock_gettime(2) as alternative to times(2)
...
Recommend clock_gettime(2), not gettimeofday(2) as alternative to times(2).
From times(2):
"To measure changes in elapsed time, use gettimeofday(2)
instead."
From gettimeofday(2):
"POSIX.1-2008 marks gettimeofday() as obsolete, recommending the
use of clock_gettime(2) instead."
Some context, showing how use of gettimeofday() causes actual bugs
(also read comments):

times.2: ERRORS: Add EFAULT
...
As Simone notes, RETURN VALUE says:
On error, (clock_t) -1 is returned, and errno is set appropriately
but no value for errno is specified. The only error case is
EFAULT, so let's add that.

to the requirements of POSIX.1; move Linux details
to NOTES and add a warning not to rely on those details.
Add a warning about the -1 to -4095 bug which results

return -1 indicating an error.
Remove cruft HZ text.
