emmajane 6d1f20e28c Re-wrote the distribute section and tried to separate it into multiple 
parts:
	- before you distribute
	- document components
	- submitting to the LDP

moved validate section to the beginning of the appendix on validation and
renamed it "Why Validate."

emmajane 57de57eabb Incorporated many wonderful comments from "Martin A. Brown" 
<martin-tldp@wonderfrog.net>. Also:
	- added markup to the templates.xml file
	- added ag-markup.xml back into the main document (whooops!)
	- (tried) to remove all embedded references to "accepted markup
	languages" and put them in a separate entity for easy updating.

emmajane 14fe593873 Added some emails from -discuss on why <section> and <sectN> are 
different. I have notified the authors of hte original emails that
their emails have been included in the Author Guide. They have been
given credit in the section of the document as well.
