locale.5: Decimal points, thousands separators must be one character

This is implied by POSIX because it requires that these strings in
the locale definition file contain one symbol. Currently,
locale.5 does not document the concept of symbols, this change
glosses over that and just uses the term "single-character
string".

drop "coding: UTF-8" header
...
This header is used inconsistently -- man pages are UTF-8 encoded
but not setting this marker. It's only respected by the man-db
package, and seems a bit anachronistic at this point when UTF-8
is the standard default nowadays.

*roff escape sequences may sometimes look like C escapes, but that
is misleading. *roff is in part a macro language and that means
recursive expansion to arbitrary depths.
You can get away with "\\" in a context where no macro expansion
is taking place, but try to spell a literal backslash this way in
the argument to a macro and you will likely be unhappy with
results.
Try viewing the attached file with "man -l".
"\e" is the preferred and portable way to get a portable "escape
literal" going back to CSTR #54 , the original Bell Labs troff
paper.
groff(7) discusses the issue:
\\ reduces to a single backslash; useful to delay its
interpretation as escape character in copy mode. For a
printable backslash, use \e, or even better \[rs], to be
independent from the current escape character.
As of groff 1.22.4, groff_man(7) does as well:
\e Widely used in man pages to represent a backslash output
glyph. It works reliably as long as the .ec request is
not used, which should never happen in man pages, and it
is slightly more portable than the more exact ‘\(rs’
(“reverse solidus”) escape sequence.
People not concerned with portability to extremely old troffs should
probably just use \(rs (or \[rs]), as it means "the backslash
glyph", not "the glyph corresponding to whatever the current escape
character is".

locale.5: Refer to existing locales for encoding details

Mike Fabian and Rafał Luzynski were recently named as glibc
localedata maintainers [1] and after that there's been active
development on this front, including discussion whether it would
be ok to use ASCII or some other encoding as values for actual
locate data.
Since I don't think it would make sense to try to have different
explanation for each glibc version on the locale(5) man page, I'm
proposing that we apply the below patch so that we refer to
existing locale definition files in general and not spell out the
exact format or any certain locale as a definitive guideline.
If the situation changes in the future or new a new convention
meant to last forever is created then perhaps Mike and Rafał can
provide an update then as needed.

Since we now know that glibc does not support all the keywords
mentioned in ISO/IEC TR 14652 [1] and in general glibc aims to
be conforming to POSIX first and foremost, I think it's best
just to drop the reference to ISO/IEC TR 14652 from the man page.

All the glibc locale/repertoiremap files use the format described
in the patch. The fix is trivial (and adds an example just in
case), I presume these were copypasted from charmaps.5 page, all
the glibc charmaps use slightly different format for keywords
(I'll send a separate patch to address charmaps.5 next).

locale.5: Complete LC_COLLATE

Here's the first attempt to (almost) complete the locale.5 manual
page by documenting all (but perhaps one) of the missing
LC_COLLATE keywords.
I think the LC_COLLATE section is still not enough to be used as
the only source when writing collation rules from scratch but
perhaps that's not even needed, it could be also thought that
the section 5 pages merely describe the format used in the files.
Naturally more information could be added later on top of this
patch.
Few notes:
- AFAICS coll_weight_max is not used anywhere in glibc
- I'm not aware of any C library implementation on Linux (for
which this manual page would be relevant) which would
implement the POSIX options not supported by glibc
- the glibc specific script keyword could still be documented

then followed by those defined in ISO/IEC TR 14652 in the order
of common convention in many widely used glibc locales.

locale.5: Remove the FIXME for timezone

The timezone of LC_TIME is not in POSIX, only 6 (out of ~300)
glibc locales define it, the glibc code comment below from
glibc.git/programs/ld-time.c seems to suggest it's not a good
idea, and there's been a proposal in upstream [1] to remove the
existing timezone definitions from glibc locales so I think
it's actually better to leave this one undocumented:

Both plain numbers and Unicode code points are used in glibc locales but checking the code reveals that country_isbn is handled like the rest of its category expect for country_num which was clarified earlier.
