one plainly called <a href="http://cvsview.tldp.org/index.cgi/LDP/howto/docbook/Traffic-Control-HOWTO/" target="_top">Traffic Control HOWTO</a>. It is more detailed than the first HOWTO, introducing
core concepts of traffic control systems to users and system administrators who want to deploy traffic control in their networks. Martin is eager to publish it and awaits your comments.</span></li>
