Mike Frysinger b4c38a723f drop "coding: UTF-8" header 
This header is used inconsistently -- man pages are UTF-8 encoded
but not setting this marker.  It's only respected by the man-db
package, and seems a bit anachronistic at this point when UTF-8
is the standard default nowadays.

The files in this directory are scripts for man-pages maintenance tasks.
They may be useful for downstream man-pages package maintainers or for 
man-pages translators. This directory does not contain any files that
need to be installed in order to use the manual pages.
