zic.8: Sync from tzdb upstream
...
Make zic.8 a copy of the upstream tzdb version, except that
the tzdb version's first line is replaced by man-pages
boilerplate, and omit features introduced after 2017b
(the most recent merge to glibc).
This has the following effect:
Document --version, --help.
Document new -v warnings.
Remove -y.
Document that input should be text files, and similar restrictions
on names.
Document negative DST.
Document what is meant by "white space".
Do some minor reformatting.
Use .B for as-is keywords, like commands.
New section "EXTENDED EXAMPLE".
Omit some changes that were made on the man-pages side, notably by
changing some "timezone"s back to the preferred-upstream "time
zone" when talking about traditional time zones as opposed to
POSIX timezone settings. Also, fix some formatting glitches.

Make it clear that the delimiters in LD_PRELOAD, LD_LIBRARY_PATH,
and LD_AUDIT cannot be escaped so people don't try various methods

ld.so.8: Simplify language around conferring capabilities

The statement "conferring permitted or effective capabilities"
to the process is somewhat redundant. Binaries with capabilities
confer capabilities only to those process capability sets, so it's
simpler to just say"confers capabilities to the process".

Every 3 years we get asked why DT_RUNPATH doesn't work like DT_RPATH.
The most recent question was here:

We need to expand the description of DT_RUNPATH to cover this situation
and explain that the DT_RUNPATH entries apply only to the immediate
DT_NEEDED, not that of another, say dlopen'd child object.

As far as I can tell from testing and a short read of the glibc
source code, LD_BIND_NOT has an effect only for function symbols.
This is consistent also with the Solaris documentation, which
says:
When the runtime linker performs a function relocation, it
rewrites data associated with the functions .plt so that any
subsequent calls will go directly to the function. The
environment variable LD_BIND_NOT can be set to any value to
prevent this data update. By using this variable together
with the debugging request for detailed bindings, you can
get a complete runtime account of all function binding.
Test case:
$ cat prog.c
int
main(int argc, char *argv[])
{
for (;;) {
sleep(1);
optind = 0;
}
exit(EXIT_SUCCESS);
}
$ cc prog.c
And then in the run below, in each loop, we see repeated resolutions
only for the function symbol, sleep() (and not for optind).
