mbind.2: Remove note about MPOL_MF_STRICT been ignored
Current code ignores the MPOL_MF_STRICT when handling hugetlb mapping, now patch([1]) handles MPOL_MF_STRICT in same semantic as other mapping. So, we can remove the note about 'MPOL_MF_STRICT is ignored on huge page mappings', and no changes to other part of man-page.
