lio_listio.3: SYNOPSIS: Use 'restrict' in prototypes

Both POSIX and glibc use 'restrict' in lio_listio().
However, POSIX is a bit more restrictive than glibc
for the second parameter.
Let's document the more restrictive POSIX variant.
