cgroups.7: Remove bogus "constraint" relating to thread mode
Existing cgroups under threaded root *must*, by definition, be either domain or part of threaded subtrees, so this is not a constraint on the creation of threaded subtrees. Signed-off-by: Michael Kerrisk <mtk.manpages@gmail.com>
